This is not a Moodle/plugin problem, it is more a request to update the README, if there is an alternative.

What happened?

From section "Testing" I tried to setup www.testshib.org as IdP, but that server did not respond.

What you expected:

Test my Moodle/SAML2 setup with a external test IdP server.
