[x] Cron should never run for more than X minutes as an admin setting, default to say 5 mins

Need to actually see what its doing to make sure its not doing say X minutes of sql, and then the first record and then exiting only to start over

[x] in the task output some sort of summary of each batch. Ideally every 100 files or so
