Notification is being sent for hidden activities #97

Notification is going out for a "target activity" that it's hidden.

Although I can understand how this might cause confusion, I'm not 100% sure we should do anything within the code to change this - If you don't want a notification to be sent you should probably add a restriction on the re-engagement - restrict access to the re-engagement until the quiz is available.
