Closes #31

This only partially addressing the logging issue. Adding removing experiments maybe belongs in both the config, and standard logs. Editing an experiment, adding conditions, editing conditions should all have discrete events and get pushed to logstore. This is logged in https://github.com/catalyst/moodle-tool_abconfig/issues/35
