Add github actions #42

This is to fix #41

Hi @keevan Thank for looking into this one. This sounds we'd need to rename default branch from master to MOODLE_38_STABLE after this PR is merged. All clients that have this plugin installed will need to update branch name in their subodule file. Once PR is merged and branch is renamed we can bump the version and confirm it's updated in the plugin database.
