Refactor progress updates into shared search class - something we skipped earlier to avoid conflicts.

Also has a small number of additions / bug fixes, including:

Fix files search not displaying as started until first file is searched.
Fix first shard of a deleted task failing instead of silently finishing
Fix CLI DB search bar not updating when finished
Add progress bar to CLI file search
Remove unnecessary before_delete
