[ ] have an enabled / disabled flag, default off - we have disablebot but either default it on or better yet flip the tense to an enable setting
[ ] new sites should not be enabled, you need to manually configure it and then turn it on
[ ] if it is enabled then have a check exposing if it is correctly working
