Settings Link not shown (TOTP) #418

In the settings section of my users, the link to setup a TOTP Device.

Here are my settings: image

In the settings window for a user, the link is not shown: image

If I set the "No other factors" below 100, the link is then shown. But I want my users to optionally use TOTP. How can I do this?
