Pin dependencies to ensure stable usage #57

The latest version of HDMF (>=3.7.0) caused a bug in ndx-photometry (see catalystneuro/ndx-photometry#8). So I need to ensure this conversion project uses an older version of HDMF (==3.6.1) until that bug is fixed. While I'm at it, I will pin all the relevant dependencies so I don't have to worry about these issues going forward.
