add entry point script to run web gui with mease lab converters

@bendichter @CodyCBakerPhD in principle any lab package can make use of the web gui, out of the box, just adding that cmd_line.py script (and the entry point on setup.py) It can be copied as it is and for each lab, all one has to do is to edit the indicated lines of the cmd_line.py script. Let me know what you think
