Applies the changes that were requested during and after the mid-way meeting.

Metadata updates:

Added additional experimenter
Updated experiment and session descriptions for the public and embargo dataset
Added filter description
Added TurnerLabMetaData to indicate the MPTP administration status (pre-MPTP, post-MPTP)
