Some places in catapult use webcomponents, and some use webcomponents-lite #2666

trace_viewer.html uses webcomponents.js, while tests.html uses webcomponents-lite.js

is this intentional?

@Apeliotes I'm guessing that everything should be using webcomponents-lite.js. Is that right?
