Another Snap-It test failing on Mac #4318

Another Snap-It test has started failing on Mac and is blocking the CQ, cf https://ci.chromium.org/buildbot/tryserver.client.catapult/Catapult%20Mac%20Tryserver/10660

Going to go ahead and disable the offending test.

Ned's CL on #4233 shows how to do this.

@shaper are you the right owner for fixing the test? @nedn is on vacation, want to make sure this gets routed correctly.

This should be routed to https://github.com/chrishtr as I have transferred teams. He has background on the involved work.

Lowering priority as test has been disabled.

Unfortunately the test disable CL can't land because there's a cascading failure (some tracing tests are now failing as well), tracking that breakage in #4320
