Dashboard - Remove find_change_points_exp? #4428

This is unreferenced outside of the test, seems safe to remove.

Yeah, I think the idea was that you could use it to "run an experiment" with a different alerting algorithm, but the supporting code has been removed. Let's remove this too. We can always reference it if we want to add such a feature back in.
