[📍] Exception: Shard indicators must be present for perf tests #4554

Not to be confused with #4538, which has the same error message. This one is only for non-Telemetry tests.

I saw this on some jobs that @martiniss kicked off. Looks like non-Telemetry tests now require the --non-telemetry=true flag to be passed in.
