Optimize database queries. Get rid of cacheops. #21

@karanveerm @catherinelu Ready for review.

Once this is pulled, you two should optimize queries in send_email and get_csv. I could do it, but it's important for you to get experience so we don't write pages with poor performance in the future. Ask me if you have any questions.
