Private creator check #29

This branch adds a new column to config profiles that contain Private Creator value to be checked for private tags. It is also possible to add Private Creator tags them selfs to the config profile to apply action on all depending tags. For now, the use of Private Creator is not mandatory in config profiles.

For convenience, it is better to view config profiles (cati_collector.csv and data_sharing.csv) as separated file, some table visualisation is available.

It might be a good idea to change explain this new decision step into your diagram. Idk if you can also add it to the wiki
