[x] add a "WIP" flag in the navbar
[x] gather guidelines for letters and numbers in a single file rather than splitting generalities, ramists, capitals and numbers
[x] rephrase guidelines using MAY/MUST/MUST NOT/CANNOT keywords
[x] rephrase guidelines to have the general rule at the beginning (with highlight) and explanations or special cases after
[x] anything that isn't a guidelines shouldn't be in the guidelines
[ ] solve TODOs
[ ] finish conveying the rules for medieval catmus in letters_numbers.md (I need @ArianePinche and @PonteIneptique 's input)

Je propose de merger cette PR et de traiter des 2 points à discuter dans un second temps.

ok, conflits de merge résolus, mais il reste des choses à faire dans la doc.
