[WIP] Add parallel execution #88

Small thing but the commit with the updated vendor packages can be squashed into the commit that pulls in the new dependency. We generate the release notes from the commit summaries which makes this a little cleaner.

We want to probably also set the GitLab CI RPS to 40 in the default.

Did merge it by hand because Github is being weird.
