update public assets path #16

In Gitea 1.21.0 (which is not yet released) the path for public assets will move to $GITEA_CUSTOM/public/assets.

(Apart from that I have not yet found any buggy spots on Gitea 1.21.0+rc2-37-g9ca185349)
