fixes to bef2c and befprof #7

To be released as part of releasing develop-2018-1. The version number of the distribution, when it is released, will probably be 2.24. But these utilities have their own version numbers. Whether that makes sense is a matter of debate, but having version numbers like 0.94 definitely does not make sense, so I've bumped those version numbers to 1.0.

@serprex Feel free to look at this and comment on it. I've incorporated almost all of your changes, but note this change isn't correct; the compiler actually does want to output digit characters like 0 there, not their ASCII values. But everything else works. I've also added a few other changes, mainly fixes and simplifications found during testing.
