Load Options page upon installation #2

New functionality: It would be convenient to immediately load the Options page 
after installation.

After installation completes, a "Thank You For Installing" tab , a simple 
introduction, and a link to the Options page will be displayed. 

This can be possible by adding a localStorage variable "isInitialized". In the 
background page on startup, check if isInitialized is undefined. If so, then 
set to true, then load the "Thank You" tab.

A Google search could not find a more simple approach.
