Update PySR #114

This updates PySR to 0.8.2 as the current version in this repo is very out-of-date.

This new version of the estimator includes a parameter max_evals, which means you can now constrain the maximum number of evaluations and include in the normal benchmark.

Note that this is not a competition submission–am planning to submit that separately.

thanks @MilesCranmer . this and PR #98 need updates to CI to skip the docker step until merging. I probably will not get to that til after the competition deadline.

Superseded by #146 (which now updates to 0.15 instead of 0.8)
