Exiles stay home after mission #496

After a successful mission, the Exile, like other espionage and criminal units, returns to its home city. It there remains, with 0 movement remaining, until the beginning of the next turn. During that time, it increases crime and insidiousness, and falls victim to any law enforcement investigation activities. In a discord conversation started March 25 2200 GMT continuing for 3.5 hours in the #bugs channel, two developers explained this was not desired behavior for the Exile. It was stated that the desired behavior is that "as soon as the exile lands on the capital it should be immediately moved". It appears that this check doesn't take place until next turn, and only after other beginning of turn checks that factor in the Exile's presence.
