Are non-EU websites appliciable for PR? #162

Summary

As the title suggests, are websites outside of EU that aren't GDPR-compliant but still shows a similar prompt regarding consents regarding the use of cookies applicable to the project? There are several websites that I've encountered that aren't EU-based or aren't necessarily fully GDPR-compliant, but I would still like similar prompts presented by these websites to be automatically dismissed. I have come up with relevant custom rules for them, but I'd like to see what are the general consensus before filing a PR - and this could be something to be added in the README while we're at it.

I'd also like this.

I want to use Consent-O-Matic instead of "I don't care about cookies", because it denies them where possible, and I wish it got rid of the prompts on websites that only prompt you to accept cookies.

You can always add your own custom rules, or start a repository for a "I dont care about cookies" rules list, that people could then add to Consent-O-Matic.

The main scope of the addon, is to give the user the control of all the GDPR stuff, without having to click 1000x per website, but that does not stop you from using it how you like :)

That might be beyond the scope of my wellbeing & ability to work on my projects, but how would one go about such an undertaking?

If someone could make an 'extended ruleset' that tries to be more exhaustive over sites in the world, and publish it in another repo, i'd add the ruleset from that repo to my consent-o-matic
