[Robot] Create a `Flush` command designed to remove all balls from the system. #44

This command should purge all power cells from the bot (w/o shooting it at someone's head... yes, I know mechanical might deserve it).

Reverse Intake; Reverse Conveyor; Reverse Feeder; Update state.
