[Robot] Debug occasional communication loss #74

While driving, the controller will occasionally disconnect/no longer feeds input into the robot. Determine a cause and fix.

Possible causes:

Controller using Bluetooth (may not be an issue while wired)
Issue with command scheduling
Issue with the joystick class
Related to issue #73 (Swerve stalling)

This is caused by using the controller in Bluetooth mode. It also would cancel the teleop command b/c of controller disconnect which then induced the issue described in #73
