Remove MPM_BUILD_LIB option #664

Describe the PR Removing MPM_BUILD_LIB option from CMakeList and CI config. Fixing #662.

Related Issues/PRs Issue #662 on mpmtest error while running with MPI_BUILD_LIB=On

Additional context @kks32 Please feel free to add and modify the PR, I was just making a quick fix on it.

I looked at the README, but I couldn't find the MPM_BUILD_LIB information written. Correct me if I am wrong.
