Runtime in VTK file outputs #727

Describe the feature Add simulation runtime to VTP files so we can render the simulations as per the simulation time.

Hi @kks32, I've been looking into this issues and have come across this forum regarding VTK formatting and time outputs. Within it they also posted slides from a talk about paraview and VTK time outputs here. I will keep looking into the issue.
