Automatic Scraping has problems when Issue Number can't be determined #322

The scraper loops incorrectly when it can't identify the correct issue number 
while automatically scraping new issues.

What it should do (but doesn't) is bump the unfindable issue(s) to the back of 
the scraping queue so they can be presented to the user for manual scraping.
