Kindly add support for decklink devices to generate st2110 stream from sdi input.

Hello Fahad, I don't have a decklink as I usually use fpga-based SDI-to-2110 gateway from the manufacturers. The toolkit focuses on stream analysis and transcoding. However, ffmpeg can generate RFC4175 streams since recently. I'll try to evaluate that soon. The tricky part is the output packet pacing and the RTP timstamping which are constraint by st 2110.
