Vulkan support #78

Is it possible to add Vulkan support?

The tech specs of GPU Mali G31 listed Vulkan in the supported API.

Apparently, I successfully installed Vulkan and everything seems to work when I run the command $ vulkaninfo from SSH.

Any chance to enable Vulkan for RetroArch?

https://www.reddit.com/r/RetroArch/comments/wfzdof/vulkan_12_compliance_on_pi/ Vulkan was useful for this GPU for certain scenarios relieving the CPU of intensive tasks in terms of PCs, however handhelds already have limitations bottlenecking this, and in terms of emulation gaming it's not really useful (only N64 with ParaLLEI had a hack plugin that could latch onto some Vulcan code [mind you Vulcan v1.2 being highly experimental and full of bugs back then], and it would harm performance more than it would improve).

If you look at the GPU hardware requirements for Vulcan, you can actually see the Mali G31 MP2 of this device would be way too underpowered to see any benefits (https://vulkan.gpuinfo.org/listdevices.php): Screenshot 2024-09-12 020259
