Heppy crab dev #34

This is a first proposal for a heppy_crabSubmit.py script.

One would have to $scram from .../src for using this command. In addition, the crab3 environment has to bet set using: source /cvmfs/cms.cern.ch/crab3/crab.sh

Then one is able to submit heppy jobs using for example: heppy_crabSubmit.py tauMu_2018_modular_cfg.py in the cfgpyhton/mt directory.

I did not used your crabSubmit.py code because of the various options this version provides, based on the script we got from HToZZ4L. If these options are not relevant we can decide to make it more like your script, maybe we can discuss it later.

Hi, the "back up" messages are not explicit enough. could you please use an explicit message for each commit in the future? Also, please tell me here what the commits you've added contain:
