Add discrete-continuous samplers #124

This PR adds the discrete-continuous distributions from:

Weihao Gao, Sreeram Kannan, Sewoong Oh, Pramod Viswanath, Estimating Mutual Information for Discrete-Continuous Mixtures, NeurIPS 2017
