Python packaging #8

Gently start following Python packaging standards.

I'll stop twiddling my code for now and ship v0.2 dev is merged into master as of 7300b3ba5c8980717a65a6f8bed1d835f40c0674

It is now safe to rebase this PR on dev / master and expand it as a new 0.3 future release.

(We just need to decide on an better interface, as the components options begin to look like a soup of "we're running out of alphabet letters for our option names")
