Please copy and paste it as a comment so I can try to replicate the issue. I don't have enough context to do anything meaningful at the moment given that I'm not 100% in-sync with your PhoneGap work.

I was unable to replicate the issue. I embedded your e-mailed JS as a test HTML file in the app:
It ran as expected.
Did you try installing the apk I provided or just run the file locally?
I ran the file locally on the phone.
Loading the APK now...
I installed the APK and it ran as expected on the phone, including displaying an alert that the trigger was created.
Did the trigger actually load?

Yup. Don't know what's up with your Droid. Probably an old version of Purple Robot.
You have version 1.0.14 on the Droid. The current version is 1.0.24.
Yup, that was it. Trigger fired on the Droid.
