Reporting "Transmissions disabled" when transmissions are set up and uploading.

Fixed. The issue was that it was only looking at the legacy adaptive uploader and ignoring the more modern JSON uploader. Fixed that issue and also noticed that the message didn't reflect the new "only upload when plugged-in" options, so I fixed that as well.
