This PR adds a new monitoring library (currently with support for InfluxDB), which was extracted from the "Device Control Agent (DCA) Protoype" project by Walter Müller.
It migrates flesnet monitoring away from the previously used CPPREST library, which is now removed as a dependency.
The new library aims to be more flexible and efficient.
