Add Virgo+Lustre related commands to flesctl

All commands use non-final interfaces with locked commands ssh keys

• startvirgoarch = Start tsclients on virgo with archiving on lustre
• stopvirgoarch = Stop virgo archivers + auto-stop if run stopped after they are started
• copy = Start on virgo rsync processes for specified run from mFLES to Lustre + block mFLES runs during copy + log checksums
• disk = Check available disk space on mFLES archivers local disks
• freetsa = Delete specified run from local storage on mFLES archiver, only after checksum that rsync done

=> Commands tested without CLI args on mFLES with ~loizeau/flesnet_pal/contrib/flesctl/test.py => The new block in the "stop" command was not tested => The eLOG and Mattermost blocks in the new commands are commented out as I did not want to pollute the mCBM data with lots of run_9999 entries

Closing as

1. not kept up to date
2. functionality with the ssh keys got broken from the lustre/virgo side before the 2022 beamtimes and was unpractical at best, unsafe at worst

Next iteration (if any) will most probably be based on the ECS prototype with a virgo side slurm agent once available
