add a contributing readme #19

as we hope to have some, there should be some ground rules similar to the original.

since we plan on using JReleaser using Conventional Commits] would be a good start. need to figure out the best way to use this. may on merge commits ?? so we can have many small commits on a feature branch and squash and merge using this commit message and only

Conventional Commits borrowed from and Angular Contributing which looks to be a very good reference.
