mendeley.rb plugin allow filter on tags #106

mendeley plugin should allow subsetting folder by tags.

And then use plugin in place of RSS-based feeds for the project landing pages.

Mendeley API moved to OAuth2.0 and feeds moved back to RSS-based method. Should probably move to direct SQL or updated R-based method, as maintaining the ruby implementation here is not time-effective.
