R18 Gather logical dependency data from a sample of R-language github projects

• examine metadata and choose a random sample of R projects
• set up bandwith-throttled automated scrape-and-analyze
  • get first/last timestamps, require(), library(), author, num clones, forks, stars, follows, contributors
  • If DESCRIPTION file found, get dependencies from there too
  • If CITATION file, get that
  • store as tabular format and pseudo-lariat XML
