High level navigation to different data sets #7

We currently have TACC and R data as separate duplicate websites, served on different ports (:80 vs :7777). As we find more data sources, it would be nice to just have a dropdown box for choosing the dataset, and use the same server instance(s) to show whatever the user's interested in. The set of visible datasets should be dependent on user identity, so we can have internal test sets, or datasets from confidential data.

Replaced by #21/R19, which is a better solution: integrate the information rather than making a whole nother website with different information.
