Prepared everything for CRAN submission and fixed blocksize issue. #42

This PR updates the documentation and dependencies to be compatible with CRAN. It also fixes the blocksize issue when the number of features and block size happen to be exactly the same.

The PR also contains updated test data to meet the size limitations of CRAN.
