Update to Ember 3.24, use GitHub actions #59

@cbroeren this PR updates to latest Ember and moves CI to GitHub actions, since Travis has not been working well recently. I am going to follow up this PR with a full glimmer / octane conversion of the code base, but wanted to get these changed in first. Please let me know if you have any questions!
