Right now, Ctrl+Arrow is needed to navigate the chat history. This is, of course, to avoid problems with multi-line messages, where the regular arrow key behavior shouldn't be overridden.
Yet arrow-keys naturally stop working at the beginning and end of the entered text.
It would be feasible to trigger the history-up and history-down actions either if Ctrl is pressed or if the cursor cannot move any further.
But I'm not sure if that behavior would be intuitive.
