Improve docs-generation support #67

Currently, the "html" make target for the docs doesn't generate the html
from rst, as the docs Makefile seems to be pointing to an old or
non-standard script.

In Ubuntu, rst2html is installed on the PATH (/usr/bin) and does not have a
.py extension.

In addition to improving the html support, I'd like to also add support for
generating .pdf files. I'll put this work into a branch for review, and we
can see if this is something we'd like to have support for.
