Simplify package installation process to set 'cctrusted_base' as dependency for 'cctrusted_vm'

@Ruoyu-y normally, if we changed the pytoml file, we need upgrade the version to generate a new pypi.

Let's use 0.3.1 and generate a new tag v0.3.1 as well.
