tools: update build tool to support latest ubuntu 24.04 #66

@dongx1x Can you help fix the document scan issues also? And one suggestion here is that, shall we state something like 'Ubuntu 24.04 is targeted as the default base for this build tool'? As i could see the default kernel version has already been changed to 6.8 and the patch for RTMR extend has been added also.
