This functionality seems to have regressed; revisit the license the filter.

I believe this is due to improperly created search indexes. Unfortunately, correcting it requires spinning up a new search index and fully loading it from scratch (not from a backup). Doing that now, but takes > 24 hours to fully reload.

A new index has been deployed to production and NC/ND results are now being correctly filtered, so this is fixed.
